Legalisation and authorisation of food handling activities by the SFVS

GHP and HACCP food safety system documentation establishment
Food business operators must:
- use the GHP rules for the specific food handling area; or
- apply an individual HACCP system; or
- make use of exemptions provided for in legislation.
GHPs are developed and refined by representatives of the food business sectors (food business associations, technical committees, consultancy firms, etc.) Food business operators must follow the most recent versions of the GHP rules (including primary production rules).
The HACCP system is a higher tier than GHP. HACCP provides greater opportunities to comply with international standards and to expand the market not only in Lithuania but also in other countries. Having a HACCP system in place is proof that the company is committed to maximising food safety.
Food business operators handling small quantities of non-perishable food, as defined by the HACCP food management orders, but not producing, processing or preparing it, may not apply the HACCP system and GHP rules to these food premises:
- for kiosks, temporary premises (such as tents), grocery stores and other packaged non-perishable food, vending machines, warehouses, food markets;
- food transport or vending vehicles, trolleys; beverage outlets, cafes and bars serving only cold and/or hot beverages and the reheating of pre-packaged foods.
- food business operators who, in accordance with the food business management requirements approved by the Director of the HACCP, carry out retail trade (excluding the sale of non-prepacked food of animal origin) in small shops with a sales area of less than 300 square metres or produce small quantities of non-animal food (including meals), may opt out of the application of an individual HACCP system and may not use the GHPTs for the specific area of food business
